cow pie – in reality a piece of bovine feces that has been left laying in a field. In Alberta politics it refers to the fact that you can get a cow pie (or bale of hay) elected if you slap a Conservative sticker on it. In this sense it stands for a generally useless MP or MLA who only gets elected because s/he is a Tory.
