Is Harper a liar or illiterate?

The Canada Election Act was designed to require photo ID in the same way that
the Edsel was designed to fly. It is very clearly stated that photo ID is not a
requirement.

Given that the law was introduced by the Harper Conservatives, any "poor
design" is soley their fault and Harper has no right to complain about the
design. His statements are quite simply political opportunism, an attempt to nab
some votes in Quebec by pandering to the more parochial segments of rural
Quebec society.
